Press note. Date: 15.10.13 In a joint press note issued here today, Mr. Ved Parkash Gupta, General Secretary, Punjab Human Rights Committee and Dr. Vitull K. Gupta, Health and Human Rights Activist stated that they have sent written representation to Hon’ble Vice Chancellor, Guru Kashi University, Talwandi Sabo, and office bears of Punjabi Sahitya Academy to cancel the invitation to a retired medical officer to participate in seminar on health services being organized jointly by Guru Kashi University, Talwandi Sabo and Punjabi Sahitya Academy Ludhiana on 21.10.13. Mr Gupta who was instrumental in exposing the corrupt practices of that doctor and questioned the wisdom of the organizers for this invitation and termed the invitation to a doctor with a very dubious and corrupt past, as one of the participants amongst the luminaries as really very surprising and sad. In the press note, Mr. Gupta has stated that the doctor was charge sheeted under Rules 8 of Punjab Civil Services (P&A) Rules 1970 for issue of several bogus medical certificates to kins of convicts in Central Jail Bathinda facilitating their paroles. There after regular enquiries and departmental inquiry held by Dr. Inderjit Kaur Walia, then Civil Surgeon cum enquiry officer Sangrur found that doctor then SMO guilty of issuing bogus certificates but Punjab Govt. officers protecting that doctor did not take any action against him. Mr. Ved Parkash Gupta, General Secretary, Punjab Human Rights Committee, filed a petition in the Punjab and Haryana High Court against the inaction of Punjab Government. Then on July 22, 2010, Punjab Government passed a notification punishing the then Senior Medical Officer reverting him to the post of a Medical Officer and he retired and is now getting the pension as medical officer. Mr. Gupta further stated that this matter of corrupt practices of that doctor was brought to the notice of Medical Council of India and the Punjab Medical Council, who in a land mark order suspended the Punjab Medical Council Registration of the doctor. But because of corrupt environment in the state health department, he some how managed to get stay on this order and is working under the protection of the stay order now. Both Dr Vitull K. Gupta and Mr. Ved Parkash Gupta expressed their confidence that the organizers will definitely cancel the invite because how can the organizers let a corrupt doctor comment and participate in seminar on health services.
