Press release -- Resisting arrest and injury traffic collision, 2400 Block of Harbor Blvd, January 23, 2015, 7:35 a.m. On the above date and time a citizen reported a suspicious subject entering several invalid codes into an ATM at a Chase Bank. The officer contacted the subject, (identified as Armando Gabriel Mendoza) and confirmed he was attempting to withdraw money using an inactive bank card that would normally be sent out as an advertisement from a bank. During contact with Mendoza, the officer attempted to conduct a probation search of his person. Mendoza resisted fled on foot. The officer caught up with Mendoza after a brief foot pursuit, however, Mendoza was again able to break free from the officer and continued to flee. Mendoza fled out of the parking lot and into the traffic lanes on Harbor Blvd where he was struck by a vehicle that driving East on Harbor Blvd. Mendoza was thrown approximately 25-30 feet as a result of the collision, but managed to get back up and continued to flee. After another brief foot pursuit, the officer was able to again catch up to Mendoza and apprehend him. Mendoza sustained moderate injuries as a result of the collision and was transported to VCMC where he was admitted for treatment. Mendoza was cited and released at the hospital for resisting arrest and possession of narcotics. The motorist that was driving the vehicle that collided with Mendoza was not injured. No VPD officers were injured as a result of this incident.
