Prime Minister Skerrit Gives Update on BAM Programme Roseau, Dominica – Friday, September 19, 2014 – Prime Minister and Minister for Finance the Honourable Roosevelt Skerrit has updated the nation on the Banana Accompanying Measures Programme, BAM. The Prime Minister did so as he presented a motion in parliament seeking approval for Supplementary Estimates of Expenditure for the period January 1 to June 30, 2014 at the Second Meeting of the Fifth Session of the Eighth Parliament on Thursday, September 18, 2014. The Supplementary Estimates totalling forty-five million, fifty-six thousand, nine hundred and twenty-seven dollars and twenty-two cents ($45,056,927.22) are currently before the house for debate. An amount of six hundred and seventy-three thousand, seven hundred and sixty-seven dollars and eighty-three cents ($673,767.83) to meet the cost of administration to enable to commencement of the BAM Programme was spent during the period January 1 to June 30, 2014. Prime Minister Skerrit told parliament that all feeder roads selected and prioritised by the Ministry of Agriculture and Forestry for rehabilitation under the BAM Programme have been surveyed and estimates for rehabilitation works have been prepared. The estimates were prepared the engagement of private consultants as well as staff of the Ministry of Public Works and the Lands and Surveys Division. “Ten companies (both local and regional) have been invited to tender for the ‘Validation and Supervision of Works’; to be undertaken in two phases, for the rehabilitation of the feeder roads selected and prioritised. This will include verification of the selected roads and verification/approval of engineering drawings and pre-construction cost estimates,” Prime Minister Skerrit stated. Prime Minister Skerrit further outlined that other areas have been given attention under the BAM Programme. “Also, under the BAM, grant financing in the sum of two hundred and fifty five thousand, eighty six dollars and sixty three cents ($255,086.63) was approved for Citrus Certification for construction of composting bays at the Botanic Gardens and purchase of equipment,” Prime Minister Skerrit stated. The Banana Accompanying Measures is a European Union Programme which provides financial support to the banana sectors of supporting African, Caribbean and Pacific (ACP) countries. The BAM Programme in Dominica is funded through a grant of fifty-four million dollars ($54 million).
