Your body "sets" your eyes to focus in place when looking at a static picture for any length of time. This can cause the tiny muscles in your eyes to build up lactic acid, the same way your muscles do while jogging after a long time sitting. By staring at a far away object, you not only help the eye relax by focusing to a different length, you help those muscles work to pull your eyes in a direction other than where they have been sitting. A similar, but more harsh, exercise is to stare at the tip of your nose for five seconds.
