Problem: monitoring and enforcement are mostly delegated long since to the states, which frequently shirk that responsibility even while collecting fees and tax moneys for that ostensible purpose. Then republicans in congress and state legislatures defund EPA, DEP, etc. so the field offices are poorly staffed with unqualified, bureaucrats who do nothing that might result in complaints from industry. EPA or advocates must sue to force compliance, which will come grudgingly if at all; more likely body-checked by huge gangs of lawyers directed by rightist governors.
