Problem of Severe migration to Assam The first set of final Primary Census Abstract of Assam 2011, which was released in Guwahati on May 23, has once again highlighted the problem of illegal immigration in Assam. According to the Census report, the decadal population growth rate in nine districts, which are allegedly dominated by illegal immigrants, is over 20 per cent. (See table) In fact, in six of them, the growth rate has shown a jump since 2001. Significantly, at 16.93 per cent, Assams decadal population growth rate is less than the national average of 17.6 per cent. At 24.40 per cent, the decadal growth rate in this district is the highest in the state. Interestingly, the decadal growth rate of children in the age group of 0-6 in Dhubri is 9.82 per cent while the state average is 0.29 per cent. In fact, the percentage of child population in all the districts with 20 per cent growth rate has gone down since 2001. At 22.34 per cent Hailakandi shows the highest growth in this category. On the other hand, Kokrajhar, the district bordering Dhubri and dominated by Bodo tribes has shown the lowest population growth at 5.19 per cent. It may be mentioned, nearly 100 people were killed in Kokrajhar, Dhubri, Chirang and Bongaigaon when Bodos clashes with alleged illegal immigrants in July 2012. Between 2001 and 2011, Dhubri registered the highest growth rate (11 per cent) in literacy from 48 per cent in 2001 to 59 per cent in 2011. Literacy rates in other districts which have shown 20 per cent population growth rate has also grown at over 4 per cent. Assamese origin Muslims have by and large resisted these designs and also consider the Bangladeshis as the ones who are encroaching upon the benefits that minorities get from the state, and have stressed on their Assamese identity rather than Islamic one. However, the plans of these elements include radicalization of this group of population, so as to receive logistic support for illegal immigration, and ensure that this conflict reaches a point of full-fledged external aggression. This riot has also generated tremendous curiosity and war of words on the social media as to whether the riots were downright “communal”, or in fact they were “ethnic” riots. Most of the riots in Assam are a manifestation of these complex realities. Assam should realize that this situation cannot continue for long. Some strong long-term planning has to go into a robust policy framework. The Parliament of India should also act responsibly to its border state of Assam, as the systemic demographic imbalance of Assam will spell disaster for the rest of India. Why the responsible government of the state still unable to adopt strong steps for inner line permits as well as border security? It is very difficult to answer of such confusing cheaper, somewhat might be intentionally manipulated as a part of political game today. If so, dirty trend of narrow politicization will posed threat to the existence of Assamese race as well as North-East integrity suffers. However Assamese eyes are still to open, as the Assamese race is divided in different group in the name of Religious-Linguistic- regional identity? It must be admitted that the separatist tendency among indigenous Assamese opens the door for the outsiders to seize Assam’s territory and property. Without any hesitation it can be remarked that in actual practice the process of decentralization and delegation of power is lost its balance today, as a result of absence between co-ordination and communication. Proper consciousness in public participation and lost of unity in commands stands as the obstacles of maintenance of balance to overcome such ethnic conflict, however external or internal. Under these circumstances human right is being violated in a massive range. So it is the timeliest call, I even urged for implementation of Human right as a commitment and a vision towards constant development, contrary to all kind of stupid clash and unconstructive dealings. Present situation of diversity and differentiation in the environment of Assam hopefully needs of good governance. The same comments are relevant towards the North-East states. For the maintenance of proper functioning of the district councils in Assam, to establish of good governance should earn top priority. To handle the stagnancy and systematic in difference of the states the government of the state must be efficient and conscious with the thrust to achieve the actual quality of a good governance.We need proper Governance,we needs justice for everyone beyond the difference of religion,language and caste etc.We urge for implementation of proper law to solve the influx issue and to save security for the rest of lawful Indian inhabitant despite of any religious-cultural identity.We need a united-integrated Indian.No more terror-No more blood shed-No more ethnic damages.Just we should need to get the opportunity to raise our hands to promote world peace. ......................................................................................................................
