World Vision US is currently seeking experienced applicants in managing cash and voucher based programs for the Program Management Officer/Cash Transfer position located in Washington, DC. In this position, you will contribute to Resource Acquisition and Managements (RAM) program quality and reporting goals through strategic leadership and technical support for the design, implementation and monitoring of cash based programming in emergencies and recovery programs. You will help carry out our Christian organization’s mission, vision, and strategies. Job Responsibilities Keep Christ central in our individual and corporate lives. Attend and participate in the leadership of devotions, weekly Chapel services, and regular prayer. Provide strategic leadership and technical support for the design, implementation and monitoring of cash based programming in emergencies and recovery programs. This includes both conditional and unconditional cash based programming to ensure it reaches the intended beneficiaries and achieves the intended outcomes. Provide knowledge sharing as applicable to specific situations as well as strategic leadership and technical support for the design, implementation and monitoring of programs seeking to include an innovative technology solution within a wide variety of situations including mobile money, mHealth, mEducation, information sharing, data collection and more. Identify the appropriate technology and methodology to transfer cash / vouchers to the beneficiary in the most cost effective and efficient way. Lead in all sector engagements on program start up and implementation CBP and new technology, provide leadership in the provision of technical support for the design, implementation and monitoring of cash based programming in WV post emergency and recovery programs including both conditional and unconditional cash based programming to ensure it reaches the intended beneficiaries and achieves the intended outcomes. Ensure proper implementation and management of existing EFSP and other cash transfer/LRP programs through ongoing surveillance of the developing humanitarian situation, establishment of Compliance Management Systems, engagement with Donors and other partners, utilization of Commodity Tracking Systems, identification of audit risks in a timely manner and adherence to other international standards. In collaboration with FPMG, build the capacity of WV US and WVI staff to implement cash related programs in recovery and development settings in a technically appropriate way through partner/market negotiations, knowledge transfer, training, development of best practices and evidence based research. Represent WV in relevant networks and interagency initiatives such as clusters, Cash Alliance and Learning Partnership, USG Mobile Partnership Perform other duties as assigned. Work collaboratively with team members when assigned to work as part of a team. Keep informed of organizational announcements, activities and changes via regular reading of the WVUS Intranet and other corporate communication tools. Skills and Experience Requirements Bachelors degree or equivalent work experience (eight years). Minimum of 3-6 years relevant professional experience required. Work in international relief and development preferred. Direct experience acquiring or managing large grants from US Government agencies, institutional foundations or major individuals preferred. Proven experience effectively managing large projects and successful resolution of implementation challenges. Demonstrated ability to facilitate multi-stakeholder engagement. Formal and informal training in cash and voucher based programs. Working knowledge of international humanitarian standards such as SPHERE, HAP, etc. Broad sector knowledge and/or field experience in the areas of: children in crisis, monitoring and evaluation, education, HIV-AIDS, OVC care and support, agriculture, economic development, and micro-finance. Strong skills with Microsoft Office Suite. Knowledge of MS Access and Lotus Notes a plus.
