Program Manager, Libya (Consultant) Description -------------------------------------------------------------------------------- ABA ROLI is a non-profit pro­gram that implements legal reform programs in roughly 60 countries around the world. ABA ROLI has nearly 700 professional staff work­ing abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organi­zations, including human rights groups. Job Summary The American Bar Association Rule of Law Initiative is seeking a Program Manager to manage a new program in Libya to advance citizen understanding and foster a robust informed discussion of potential constitutional issues. The Program Manager will work closely with ABA staff, special advisors, and Libyan partner organizations to assist with the design, implementation and evaluation of highly participatory program activities including working group meetings, trainings, conferences and roundtable discussions. The Program Manager will also write reports, prepare background materials and legal analysis for program activities, and assisting with logistical arrangements for activities including conferences, meetings and roundtable discussions. Qualifications -------------------------------------------------------------------------------- ◦ Minimum of a bachelor’s degree in law, social sciences, conflict resolution, human rights, political science, development studies, or a related field. A degree in law is preferred, but is not required if the candidate also has significant and relevant program management experience. ◦ Minimum of 2 years of demonstrated experience successfully managing international development activities preferably related to law, human rights, democratic processes, or other relevant areas. ◦ Demonstrated experience in development and implementation of work plans, and the monitoring and evaluation of program results. ◦ Fluency in written and spoken English and Arabic. ◦ Prior experience working with international organizations, preferably in legal or educational related activities. ◦ Experience demonstrating the ability to work effectively as part of a team. ◦ Excellent written and oral communication skills. ◦ Knowledge of government and legal systems of Libya and the region. ◦ Must be capable of traveling to all areas of Libya to support program activities. ◦ A strong work history demonstrating high performance, good attendance and dedication to the mission of the organization.
