Program Manager RIWPS/Jobs/03/13 Starting: September 2013 for one year (contract will be extended upon successful completion of the probationary period of three months) Start up salary: 80,000 -100,000 Afghanis (plus other staff benefits) Negotiable Apply: Send in your CV and application to [email protected] / [email protected] Terms of Reference: Organizational Background: RIWPS is a woman-led initiative conceptualized during Afghanistan’s first Consultative Peace Jirga (Grand Assembly) in 2010 and established in 2011 to focus on increasing women’s inclusion and leadership in the effort to bring peace and security to Afghanistan. Building on the traditional and emerging roles of Afghan women, RIWPS seeks to strengthen women’s conflict resolution and conflict management roles and ensure that these roles of women translate into their active participation in the national and local peace building mechanisms. The unique aspiration of the Institute is to engage Afghan women and advance their strategic participation to improve social cohesion, restore war-torn communities, and rebuild relationships at the grassroots and national levels. Those contributions need to be documented and promoted for local and national peace & security efforts to be sustainable. RIWPS will document those contributions of women leaders at the grassroots, empower them with community mobilization and advocacy efforts and connect them to find and negotiate their spaces at the local governance structures as well as national governance structures. For more details : riwps-afghanistan.org RIWPS Program Manager: 1. Provides strategic leadership to program implementation; a. Performs program management functions to ensure that RIWPS initiatives are consistent to the organizational mandate, vision and mission and promotes women’s inclusion and protection in armed conflict and peace processes. b. Ensures the provision of effective technical assistance to project implementation team, researchers, and program staff in general. c. Provides innovative and proactive liaison and coordination to project donors, implementation and all relevant stakeholders; d. Facilitation of knowledge building and knowledge sharing among team members through on job mentoring and also holding specific conflict and peace research methodology skills. 2. Provides Strategic Leadership to Project Implementation, focusing on achievement of the following key results: a. Identification/design/preparation of projects and activities that support RIWPS new paradigm b. Synergies between program components as well as the experiences from RIWPS leadership, participating donors and stakeholders brought to bear in project implementation. c. Developing results-based Annual/Quarterly Work Plans that clearly set out the quarterly and output targets, indicators, activities, resource requirements, and budget for every program year. d. Timely disbursement and reporting on funds to donors and senior management. e. Effective supervision and guidance to project personnel in ensuring effective implementation of projects; f. Providing support to other implementing partners in the coordination of activities to ensure their efficient and effective contribution to program outcomes; g. Coordinate the implementation of a comprehensive Monitoring and Evaluation system for the project and regular monitoring of activities; h. Sharing information regularly on the progress of project implementation, and any relevant issues, including the updating of project monitoring and issue logs; i. Preparation of quarterly progress reports detailing progress against the output targets, and the activities undertaken in support of these; Ensure financial reports are shared with the donors accordingly in a timely manner. j. At the end of each year , prepare and provide a comprehensive Annual report on the activities of the project, including accounting for all the accomplishments, challenges in project implementation that will be undertaken under the project for presentation to the cost-sharing partners k. Provide technical and program inputs to the Senior leadership for new concept around Women Peace & Security to promote RIWPS new paradigm and develop concept notes and proposals in coordination with the senior leadership. l. Coordinate and manage new program team recruitment in close coordination with the Operations Team in accordance to RIWPS policies and regulation of Human Resources. m. Coordination with donors and other development partners on all elements necessary for successful implementation of the program, in close coordination with senior leadership. n. Develop Communication strategy and implement to ensure that program results are known and understood by a wide constituency inside and outside Afghanistan, provide detailed updates through social networks and RIWPS website. o. Represent the organization nationally, regionally and internationally in close coordination with senior leadership Competencies: Demonstrates integrity by modeling the professional values and ethical standards; Promotes the vision, mission, and strategic goals of RIWPS; Displays cultural, gender, religion, race, nationality and age sensitivity and Adaptability; Treats all people fairly without favoritism. Technical Expertise: Specialist knowledge in the area of Women Peace & Security in-depth expertise in issues relating to violence against women in armed conflicts and protection mechanisms for women; Strong understanding of political dynamics in government, civil society and the donor community Knowledge Management and Learning: Shares knowledge and experience; Ability to provide quality policy advice on promoting and expanding RIWPS new paradigm; Development and Operational Effectiveness: Ability to lead strategic planning, results-based management and reporting; Approaches which expand the range of program Ability to work with minimal supervision. Management and Leadership: Focuses on impact and results for the client and responds positively to critical feedback Leads teams effectively and shows conflict resolution skills; Consistently approaches work with energy and a positive, constructive attitude; Demonstrates strong writing, facilitation, and presentation skills; Builds strong relationships and networks with clients and external actors; Negotiation skills: capacity to work with diverse partners including Government, donors and civil society; Ability to work under pressure. Recruitment Qualifications: Master’s Degree or equivalent in Business Administration, Peace and Conflict Studies, Law and Human Rights, Political Sciences, Social Sciences or related field. Experience and Skills: Five years of experience in analytical and practical work in such areas as (a) working with national and international organizations (b) institutional analysis and design, development planning, project design and implementation, monitoring and evaluation of development projects/programs. Experience working with civil society and women groups / local communities and Provincial Peace Councils Leadership and project management skills, including strong project monitoring skills Excellent communication and interpersonal skills. Experience and proficiency in the use of computers and office software packages Excellent written and spoken English Skills Equipped with local languages
