Program Review and Project Proposal: PROCESSES AND EXPERIENCE IN GUBAT PHOTOGRAPHERS’ CLUB (GPC) ORGANIZING An Evaluation of the 6-months experience of GPC (May – October 2012) And project proposal for the GPC’s 2nd Photography, Cinematography and filmmaking Workshop on October 27-28 and November 3-4, 2012 in Gubat, Sorsogon By: Vladimir E. Estocado I. INTRODUCTION: This program review will discuss the strategies and processes that the organizing group have utilized in facilitating the core group of Gubat Photographers’ Club (GPC) Batch 1 and Batch 1.5. It is an evaluative type of research since it determines why and how the program succeed or failed based on set objectives. It will also provide basis for continuation, improvement or re-programming of specific project components. II. BACKROUND OF THE PROGRAM: Inspired by Gubat Sor Nan Kararani (GSNK) and Gubat Sorsogon facebook accounts, which has 5,000 facebook friends and subscribers we decided to launch the 1st Photography, Cinematography and Filmmaking Workshop last June 8-9, 2012 coinciding as part of the activities of the Gubat National High School (GNHS) Alumni Homecoming and the Gubat Town’s Fiesta on June 12-13, 2012. Attended by 30 participants not only from the town of Gubat but also from Sorsogon City, Bulan and Barcelona, speakers and workshop facilitators were Jamil Buergo from De La Salle University (DLSU), Sheiglyn Parungao Encelan, a graduate of UP Diliman Film Institute and Zalrian Sayat of Bulan Photography. Gubat Photographers’ Club (GPC) was first founded on June 8-9, 2012 in Gubat, Sorsogon out of pure passion and love for Gubat and Sorsogon photography, specifically street photography and the documentary genre. Since then, GPC has grown into an influential platform for the very best work in Gubat town and Sorsogon province from emerging and established photographers, followed loyally by a strong local community of photography practitioners, media peers and fans. As with all growth, the effort and work required to sustain, develop and improve has also increased. A. THE GUBAT PHOTOGRAPHERS’ CLUB (GPC): Gubat Photographers’ Club (GPC) is an organization of young, amateurs and professional photographers age 10-60 years old, from Gubat, Sorsogon (Bicol), multimedia artists and filmmakers that seeks to promote Gubat town, Sorsogon Province and Bicol Region through photography, video and multimedia production with the participation of school-based multimedia artists group equipped with knowledge and skills in the mentioned field. The organization attracted young and professional multimedia hobbyists through social networking sites particularly the most popular facebook social networking site. B. OBJECTIVES OF GPC: 1. To make Gubat, Sorsogon as the center for the promotion of photography of history, arts and culture in Gubat town and Sorsogon Province, particularly in the field of various medium and photography thru photo exhibits, coffeetable books, photo-essays, internet i.e. facebook, youtube, online channels, cellular phones. 2. To encourage the youth in Gubat, Sorsogon who are amateur photographers and multimedia artists to be part in a collaborative effort to promote Philippine history and cultural consciousness among Filipino overseas audiences. 3. To build network of young filmmakers and photographers for the purpose of promoting partnership and collaboration for various projects with regards to photography, filmmaking and multimedia. 4. To continuously research for the rich history and culture of Gubat, Sorsogon. 5. Tap young filmmakers, photographers and multimedia artists that will serve as network for future projects. 6. To support and encourage Filipino independent filmmakers to show their craft and creativity, attend national and international photography seminars and exhibits. 7. To mobilize the young populace in our effort to promote the rich history and culture of Gubat, Sorsogon and Bicol, and in the future join Cinemalaya, Cinemanila and international film exhibitions. 8. To promote genuine Philippine-made and Pinoy youth-oriented photo-essays, films and multimedia crafts either produced commercially or independently. 9. Build an international and national network of Gubat Photographers’ Club (GPC) and organize its international chapters in the next 3-years (Year 2012-2015) i.e. GPC Australia Chapter, GPC United kingdom Chapter, GPC Middle East Chapters. 10. To launch GPC website and publish two magazines; the Bicol Traveler Magazine and GPC Teen Magazine. III. MECHANICS OF IMPLEMENTATION: 1. Pre-training activities includes recruitment of 50-100 potential multimedia artists from Gubat, Sorsogon aged 10-60 preferable with basic trainings and practitioners of multimedia (photography, filmmaking, editing, scriptwriting, story boarding). Participants should bring their own digital camera, laptops, softwares, hardwares, and multimedia equipments. P200 user’s fee will be shouldered by multimedia artists. This workshop is in coordination with the Local Government Unit (LGU) of the Municipality of Gubat, Sorsogon and with the Office of Congressman Deogracias “Ding” B. Ramos, Jr. 2. Actual training is an enclosed (1-2 days) technical training workshop at BAHI Resto Garden, Zulueta St., Gubat, Sorsogon. 3. Post-Training Activities are Monitoring and Evaluation Reports and Accomplishment reports to be submitted to sponsors. 4. Five (5) groups composed of 10 members (e.g. 1 Director, 1 Researcher, 1 Cinematographer, 1 Editor, 1 Scriptwriter, 1 Story Boarder, etc.) 5. Photo walk and actual photography exercises were done in the surroundings of plaza, and historical sites of Gubat. 6. Photo-exhibit was inaugurated at BAHI Resto Garden from October 27 to November 30, 2012. 7. An organization of GPC Batch 2 will be able to finish the basic workshop. IV. SPEAKERS / TRAINORS / FACILITATORS: Speakers / Trainors / facilitators are from Gubat Photographers’ Club, Kurit Lagting, Camera Club of sorsogon, Bulan Photography, Gubatnon alumni graduate of UP Film Institute and Sine Biswal, a group of young filmmakers from Quezon City. V. PARTICIPANTS: a. Participants are 10-60 years old multimedia artists from Gubat, Sorsogon. Must have their own multimedia equipments; i.e. DSLR, point and shoot camera, laptop, videocam. b. About 20-40 multimedia artists are expected to join the training workshop. c. Users fee of P200, consumable cost includes complete heavy meals, snacks, modules, transportation and training allowance for facilitators. VI. PROPOSED VENUE: 1.
