Programme Engineer (RE- ADVERTISEMENT) MINISTRY OF LOCAL GOVERNMENT – Posted by The Uganda Jobs – Kampala, Central Region, Uganda Job Description Nature of Appointment - Contract Duration - 23 months Reporting to - Programme Coordinator Salary - Attractive Objectives: The main focus of the DLSP is to significantly improve the livelihoods of poor rural households. In particular, the programme is designed to: (i) Improve the productivity and incomes of rural households and make them more sustainable. (ii) Empower and make rural communities self-reliant; (iii) Rationally utilize and protect natural resources and; (iv) Provide and improve rural infrastructure. The Ministry of Local Government is now inviting suitably qualified Ugandans to fill the following post: Job Purpose To provide technical guidance in planning and implementation of the community infrastructure component under the district livelihoods Support Programme (DLSP). Key Result areas • Carry-out planning, implementation and monitor progress of the component of community infrastructure. • Review of cost estimates of schedules of all activities under the sub component of community infrastructure • Verify expenditure against physical progress of the component activities • Drawing terms of reference for the different service providers under the component. • Supervise, monitoring and evaluation of programme activities • Periodical reporting on programme activities Personal Specifications i. Honours degree in Civil Engineering from a recognized University. ii. A post graduate qualification in road construction and maintenance and/or water engineering. iii. Registration with Engineers registration board will be an added advantage. Experience iv. Exposure in project management is essential v. At least five years’ experience in the planning, construction and maintenance of rural roads, and or water facilities. vi. The candidate should also have experience in procurement of civil works. Other requirements vii. Familiarity with Government of Uganda Public sector reporting procedures viii. Proven Computer skills and good interpersonal communication skills. Specific duties and responsibilities i. Responsible for effective implementation of Access Roads and Water Infrastructure Component. This will include designing, planning and supervision of the construction of Community Access Roads, feeder roads, sanitation and water infrastructure in the Programme districts. ii. Provide technical back-up and advice to District Works Departments throughout the participatory planning, budgeting and implementation phases of infrastructure investments-roads, water, sanitation and buildings. iii. Supervise and monitor the process of infrastructure development in the participating districts. iv. Ensure that District Engineering and Planning staff are familiar with the conditions and eligibility criteria for drawdown from the DLSP. Particular attention will be given to familiarizing staff with the successive stages of the participatory planning process to be followed for all DLSP sponsored investments. v. Assist the programme in drafting Bills of Quantities (BoQs) and other engineering specifications under the DLSP. vi. Assist the districts in supervising contractors involved in the construction, installation and maintenance of rural infrastructure sponsored under the programme vii. Develop guidelines for the implementation of the component. viii. Any other duties assignments relating to the DLSP as may be assigned by the Permanent Secretary/Ministry of Local Government. How to Apply The Government of the Republic of Uganda has received a loan from the International Fund for Agricultural Development (IFAD) to finance the District Livelihoods Support Programme (DLSP) and intends to apply some of the proceeds to recruit key staff to implement the project. The DLSP will cover the districts of Kyenjojo, Kamwenge, Bundibugyo, Masindi, Buliisa, Luwero, Nakaseke, Yumbe, Apac, Oyam, Busia, Bugiri and Mayuge. The Engineer will be expected to travel throughout the Programme area during the course of his duties. Applicants who had earlier applied can re-apply.
