Project Manager for a Multi-country Customs Capacity Building Project WCO - World Customs Organization Brussels, Belgium The World Customs Organization (WCO) is an intergovernmental organization, established in 1952, and focused on Customs matters. With its worldwide membership, the WCO is now recognized as the voice of the global Customs community. It is particularly noted for its work in areas covering the development of global standards, the simplification and harmonization of Customs procedures, trade supply chain security, the facilitation of international trade, the enhancement of Customs enforcement and compliance activities, anti-counterfeiting and piracy initiatives, public-private partnerships, integrity promotion, and sustainable global Customs capacity building programs. The WCO also maintains the international Harmonized System goods nomenclature, and administers the technical aspects of the WTO Agreements on Customs Valuation and Rules of Origin. PROJECT Multi-country capacity building project that delivers support to Customs administrations in the following key areas: Communication and Integrity; Customs Brokers and Stakeholder Consultations; Authorized Economic Operator; Valuation and Classification; Risk Management; Performance Management; Human Resource and Training Policy Development. More information on the project available at this link: wcoomd.org/en/about-us/vacancies.aspx RESPONSIBILITIES Reporting to the Director, Capacity Building, the Project Manager has oversight responsibility to plan, direct and monitor the project from implementation to close-down. He/She is accountable for expected project results and performs the usual project management duties, including: Provide leadership and management of the project; Oversee the delivery of all project activities; Engage all project stakeholders to ensure continued support for implementation; Identify and recruit project experts and staff; Communicate with involved experts, management and Project Steering Committee; Manage procurement processes; Develop annual work plans and schedules; Forecast and monitor project expenditures and develop financial reports; Monitor project risks and develop mitigation strategies; Monitor and evaluate project progress, and prepare progress reports accordingly; Other project related duties. ESSENTIAL QUALIFICATIONS Education University degree in a relevant field of study or an equivalent combination of education, skills and experience. Experience Vast experience in project cycle management, in the context of capacity building and international development. Preference may be given to candidates with such experience in the field of institutional reform and trade-related assistance; Experience in managing procurement processes, and financial and human resources, including hiring and monitoring independent consultants; Experience in engaging stakeholders from private and public sectors, preferably in the international development context; Experience in the field of customs and customs modernization will be considered as an asset; Experience in managing capacity-building projects benefiting Sub-Saharan and/or Asian countries will be considered as an asset. Skills Ability to communicate in English; ability to communicate in Spanish and/or Portuguese will be considered as an asset; Strong written and oral communication skills; Strong interpersonal skills, ability to work in a team and in an international environment; Ability to manage multiple activities and priorities simultaneously; Ability to use common administrative software (MS Office, Internet, etc). CONDITIONS Contract until December 2015 with possibility of renewal based on performance and available funding; Probationary period: 3 months; Full-time employment (37.6 Hours weekly) in Brussels, Belgium and annual paid leave; Frequent travel; Assistance for the successful candidate in obtaining the appropriate Visa, if required; Salary commensurate to experience and up to 6,000 EUR/month net all-inclusive, based on a short-term contract (all payments are free of tax in Belgium); Basic health insurance coverage.
