Project Summary: Management Systems Internationa ADVISOR – PROJECT MANAGEMENT ADMINISTRATIVE DECENTRALIZATION Project Summary: Management Systems International, an international development consulting firm based in Washington, D.C., is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches. Position Summary: The Project Management Advisor is a member of the professional staff of USAID/Tarabot and is expected to provide analyses, advice, and solutions to representatives from the Government of Iraq (GOI) as well as the management of USAID/Tarabot. This position is designated to work with the Sr. Project Management Advisor in the USAID/Tarabot AD component. Work includes a variety of complex analyses, creative problem-solving, monitoring, and coordination activities as well as establishing and maintaining relationships with high-level GoI counterparts. This is a full-time position based in , Iraq. RESPONSIBILITIES: • Develop, maintain and manage contacts with GoI officials (including the governor in the designated province) in a professional manner, and to serve as a direct liaison of the project when called upon. • Under direction of the Project Management Team Leader, provide technical assistance, capacity building efforts, and consultancy services to ministry offices in the designated province as well as the governors office and pertinent provincial bodies. • Conduct visits to GoI offices in the provinces to identify obstacles in the capital investment project process, and to develop and recommend plans and solutions in line with internationally-recognized best practices in order to address these problems in order to improve the execution and quality of these projects. • Provide technical assistance to GoI counterparts in the field of project management, in areas such as feasibility studies, the project management cycle, project planning, operations & maintenance, and more. • Assist the team leader to develop capacity building plans for target GoI entities and assist project management to forge agreements with relevant GoI counterparts on their implementation. • Engage with GoI counterparts to implement rigorous above-mentioned capacity-building programs to help the planning and execution of capital investment projects. • Assist the AD component management with their efforts to decentralize services from designated ministries. • Assist the AD component management with their efforts to strengthen the capital investment project process. • Liaison, coordinate, and provide assistance as needed to AD ministries team leaders to ensure properly timed, effective delivery of services to GoI counterparts in the provinces. • Work to facilitate and ensure the successful completion of activities found in the AD teams annual work plans. • Collect information and prepare detailed analyses pertaining to project management in Iraq for presentation to component management. • Prepare summary analytical and research reports for presentation to GoI decision-makers on ways and methods to improve the success of Iraqs capital investment projects. • Assist the designated team leader to prepare summary reports to fulfill monitoring and reporting requirements. • Carry out other duties as requested by the Project Management Advisor or other advisors. • Facilitate active communications and collaboration between various departments and management. • Coordinate and assist, when applicable, to the various other cross-cutting goals and activities of the AD component. QUALIFICATIONS: a. Education: Completion of education with a minimum of a BA/BS degree in Engineering (Civil, Mechanical, Electrical) or other related technical field is required. Internationally-recognized professional certifications, such as those from the PMI, are extremely desirable. b. Experience: Seven to ten years of progressively responsible, professional-level project management experience is required. Prior experience with Iraqi public investment projects and USAID is desirable. c. Language Proficiency: Full fluency in both Arabic and English in speaking, reading, and writing (Level IV) is required. d. Knowledge: This position requires in-depth understanding of Iraqi project management practices, ministry regulations, the capital investment cycle in Iraq, and how they relate to decentralization. In turn, this position requires knowledge of the structure, bureaucracy, and day-to-day operations of the designated GoI entities, as well as excellent understanding of GoI culture and government protocol, particularly in the region designated. Professional knowledge of USAID compliance requirements is also desirable. e. Skills and Abilities: This position requires strong technical, supervisory, organizational, and administrative skills. The incumbent should be equipped to regularly produce analysis and succinctly present information, in writing and in oral presentations, in a logical manner. Ability to work effectively in a multicultural, multinational team environment is required. Strong computer skills for document preparation (e.g. Microsoft Word, Excel, Powerpoint) are required.
