Properly done, a so called Biceps Slicer puts a reverse compression at the elbow joint using the forearm (not wrist) as the lever arm, expanding the elbow joint with Toris wedged forearm and hyperextending the Biceps Brachialis Muscle - as such it is perfectly legal.
