Property rights extend to the property line. When a property owner chooses to strip mine, the negative impacts of that decision often cross their property line and infringe on the rights of others. Large scale strip mining can be reasonably expected to impact neighboring landowner’s well water, pollute the air they breathe with toxic blasting dust, drastically lower their property values, and increase their risk of flooding and surface mine related diseases. We must prioritize the property rights of West Virginia residents and our communities over an out-of-state absentee landowner’s “right” to mine coal in the cheapest and dirtiest way possible to maximize his personal profit, particularly when the public’s right to use and enjoy our public land is also infringed upon. charlestondailymail/article/20141024/DM04/141029532/1279
