Proposed Amendments to the Report of the Committee on National Security Concerning Policing and the Issue of State Police Preamble Whereas the Committee on National Security recommends in Part Three of its report [Law and Order Infrastructure (page 25, serial 2.2) the retention of one Federal Police Force that is decentralized in such a manner as to involve participation by State, Local Government and Communities, but fails to recognize the need for State Police structures that are fully established and funded by the States; Convinced that a state police system would be closer to the people than the federal and therefore has better access to collect intelligence for crime prevention and management; Conscious of the inherent weakness of the argument that the present crop of political leadership will use the State Police to intimidate political opponents, as the same institutional problem also bedevils the present Federal Police which is often used by the party in power at the centre against State Governments controlled by the opposition; Aware that today in most states of the federation the police are funded by the state governments via supply of operational vehicles, gadgets and payment of duty allowances; Persuaded that there can be no serious conflict in the operational jurisdiction of the Federal Police and State Police if the functions of each are clearly spelt out; The following Amendments are hereby proposed: Amendments 1. Delete Serial 2.2 and 2.3 (page 25 of the Report of Committee on National Security) 2. Insert a new recommendation: There shall be a Federal Police under the control of the Federal Government and State Police under the control of the State Governments with the functions and areas of jurisdictions clearly spelt out in the Concurrent List.
