Protection of refugees The lack of mechanism to protect refugees in the Democratic Republic of Congo and in Uganda is dangerous for peace and stability in the region. The civil society organizations both in Uganda, Rwanda and D R Congo have taken distance from this reality and only left it into the hands of the United Nations High Commissioner for Refugees (UNHCR) which is not able to handle this complicated issue to protect all refugees. The example of D R Congo where the UNHCR up to now has failed to protect Rwandan refugees from the brutality of Paul Kagame pushed refugees to opt for self-defense mechanism to carry guns. The situation in Uganda is also going in the same way, the UNHCR has failed to protect both Rwandan and Congolese refugees in Uganda and each day the situation is wostening. Both Congolese and Rwandan refugees have been kidnapped in Uganda and have dispeared. Actors of the civil society and religious institutions are silent on this issue yet importnat for the security of the country and the well being of the population. There is a need of strong involvement of the third force to push both the Uganda, Congo government and the United Nations for real protection of refugees in the region. Our concern is that if nothing is done, refugees in Uganda may be also tempted to carry guns for their protection and if we reach there, the situation will be out of our hands.
