Public Defender Announces Summer 2013 Appointments Jacksonville, FL (June 28, 2013): Three new attorneys join the Office of Fourth Judicial Circuit Public Defender Matt Shirk; one Assistant Public Defender (APD) has been appointed to the Juvenile Court Unit, one to the County Court Unit and one joins the Felony Court Unit. Ashley Goggins is the newest APD in the Juvenile Court Unit, effective July 1st. The 2012 graduate of the Stetson University College of Law, where she received both a Juris Doctor and an MBA, started with the PD Office in October as a volunteer attorney, partially through a law school fellowship. Since that time, she has assisted APD’s handling Felony cases. Ms. Goggins is excited to join the Juvenile Unit because as an active volunteer with Legal Aid and Guardian ad Litem, she has become passionate about juvenile justice issues. A Jacksonville native, she earned a B.S in Psychology in ’09 from Florida A&M University. Brandon A. Rover comes to the PD Office from the State Attorney Office where he had served since 2012. APD Rover is a ’10 graduate of the Florida Coastal School of Law and an ’05 graduate of the University of North Florida with a degree in Political Science. Throughout his schooling, Mr. Rover worked in his family construction business. Outside of the law, he is a member of the Northeast Florida Builders Association as well as a volunteer with Builders Care, a non-profit that provides donated construction work benefitting churches, hospitals and the indigent. Also, Mr. Rover is a proud member of the Seminole Booster Club. Joshua A. Beard started as APD on June 13th in the Felony Court Unit where he handles a caseload in Major Crimes. Prior to joining the PD Office, he had been an Associate with the Arnold and Sichta law firm since ’09 where he handled both criminal and probate cases at the state and federal levels. The West Palm Beach native earned his law degree from the Thomas Cooley School of Law in ’09 and his undergraduate degree from Florida Atlantic University in ’06. Mr. Beard, his wife and two small children reside in Mandarin.
