Public humiliation of petty offenders by Musisi will back fire. Its the people, not the police, that can keep this city clean. Because most people are petty offenders, they will empathise with those humiliated, and then they will sabotage KCCAs work. And because of habituation, eventually the humiliation will have no effect. And the police is hardly anywhere all the time. Besides how many people can Musisi arrest? For how long? The police failed with arrests and resorted to community policing, which works because it involves the masses. Its one thing to fight Ssejusa or Lukwago, and quite another to fight local people. They usually win.
