(Biggest single instance of malversation of public money) ALTES Facts & Quotes Billboard New York City, July 26, 2014 Excerpts from “Unseemly´by Alex Magno, columnist, The Philippine Star, July 24, 2014 ● Biggest single instance of malversation of public money. “Several impeachment complaints have been filed at the House of Representatives arising from the unconstitutional “disbursement acceleration program” (DAP) —possibly the most blatant defiance of the principle of checks-and-balances and the biggest single instance of malversation of public money in the history of constitutional government.” ● The facts. “While the crime is evident, Palace propaganda is now telling us there is no criminal. There are only men animated by “good faith.” “The standard propaganda theme is that DAP brought immense benefit to our people and that, as a consequence of the SC ruling, these benefits could not be completed. The facts contradict that.” ● 600,000 public school teachers robbed. “Ninety percent of the SAROs issued out of DAP went to legislators — 600,000 public school teachers were robbed when their annual performance bonuses amounting to the grand sum of P10,000 (for each teacher) were impounded, declared “savings” and transferred to DAP. Pork was produced out of this swindle.” ● DAP is not “stimulus” for economic growth. “We are now asked to swallow the lie that the DAP served as some sort of “stimulus” instrument assisting our economic growth. That could not be. It does not represent new or additional public spending. It was simply a mechanism for reallocating money to suit partisan purposes.” ● Decrepit classrooms. “Our public school teachers were not only denied bonuses they truly deserve. They must now continue to labor in decrepit classrooms.” ● This week, there were even more disturbing statistics. Half of all Filipinos live and die without ever seeing a medical professional. We now face an incomprehensible shortage of medical personnel. Was DAP money used to address this?
