In order to change the substance and spirit of our misguided Public Service, we must also change the Form and Structure of our Government - to provide transparency on all doings of our public servants at all times. Hindi lang isensiya at diwa na nilalaman, tanging kailangan na ang Porma ng Gobyerno ay kasamang ibasura. Napakatagal na, na ang Porma ng Gobyerno, ay pinag-uusapang palitan. Transparency in Government must now be our new and indespensable way of life. Ang Totoo na Malagim na SONA Ngayon, sa totoo lang (bato-bato sa langit ang tamaan ay huwag magalit), ay ewan, pero imposible na maka-abuso ng Pork Barrel ang sinumang Senador o Congressman, kung hindi ka konsabo ang Presidente at Department of Budget Management. At siempre panay ang hingi nang mga Senadores at Congressmen, Governors at Mayors, atbp, pero sa totoo lang, ang Presidente at Department of Budget Management ang nagbibigay, that approves, releases or stops pork ,wala nang ibang kapangyarihan kung hindi sila. Sila lang ay mayhawak ng susi ng kaban. Sabi mismo ng ating former National Treasurer, si Dra. Leonora Briones ng U.P ay ang allocation ng Pork Barrel kada taon sa dating administration na P7 billion ay lumobo na sa P25 billiones, sobra sa tatlo-at-kalahating beses or by 360%. Wala na naman bang-iiwan kundi utang? EVOLUTION: Systems Will Follow Form It is not sufficient to change just the system, we must change the complete Structure and Form of Government. Systems will follow form. We must now EVOLVE to a new Structure and Format where there is no Senate or House separate from each other, nor distinct from a President. In a PARLIAMENT, they will all be together, in one governance one and the same. Napakatagal na, na ang porma ng gobyerno ay pinag-uusapang palitan. For, Transparency of Governance we must now EVOLVE into a Paliamentary Format where there is no House or Senate separate and distinct from the Chief Executive and from one another. Kung may palpak, deretso sa biglang snap election sila nang majoridad na administration na papalitan. They are bundled and tied all together, so that they are all in one and the same, majority administration walang puedeng turuan, o sisihan. Transparency Let our Philippine sun shine with TRANSPARENCY on all Government spendings, repeat: ON ALL GOVERNMENT SPENDINGS. For the only way by which we can have our Government FOR The People, and OF The People, it is a necessary pre - condition that we take a fresh start of a new GOVERNMENT OF THE PEOPLE. Now Na Bago tayo magbalikan sa kanya-kanyang malagim na situasyon kailangan na natin itawid ngayon mismo ang ating kapatiran sa naiibang porma at sistima: Yan na lang ang ating tanging pag-asa. Kung hindi pa ngayon kailan pa? What must we make happen now after we have “gone out”? Pocket-picnikan at tsikahan lang ba? The Principle of Transparency for All Government Allocations and Expenses we must be clearly and firmly mandated by a revised Constitution including the specific procedures for these.. Only then can we brake the shackles of our decrepit social values, to establish a true GOVERNMENT OF THE PEOPLE, finally after 67 lost years since our emanapation from colonial regimes. Let this Monday, August 26, 2013 presage our great destiny to awaken in the sunlight of our land na ang pagka – walang pag-asa no longer abounds.
