Put simply: You will not recruit with the residency rule. You will not recruit with the stipend you pay. You will not retain with the detail pay you are proposing. You will not retain with the current stipend you pay to detail ratio. You will not retain if officers do not believe in their mission, and their rank having their best interests in mind. You will not be able to keep cops actively policing this city in the current environment.
