Putin to take part in SCO heads of state council in Tajikistan — Kremlin The final document - the Dushanbe declaration - is expected to focus on consolidated approaches of the member states to the SCO development and to acute international issues Russia’s President Vladimir Putin will take part in a meeting of the Heads of State Council - the members of the Shanghai Cooperation Organisation (SCO) - and to hold bilateral meetings during his visit to Tajikistan on September 11 to 12, an aide to the Russian president told reporters on Wednesday. “Russian President Vladimir Putin is leaving for a two-day SCO summit in Dushanbe,” Yuri Ushakov said. “It is a landmark summit for us as Russia will take the chair in this organisation from Dushanbe.” A narrow format meeting will open the summit, at which the SCO member states are planned to discuss security interaction and the SCO activities, as well as the current situation in the region and world. An expanded format will follow, embracing heads of delegations - states with an observer status at SCO (Afghanistan, India, Iran, Mongolia and Pakistan). Turkmenistan’s president and heads of certain international organisations have been invited to the summit as guests. The final document - the Dushanbe declaration - is expected to focus on consolidated approaches of the member states to the SCO development and to acute international issues. Ushakov said that SCO countries pledge to counteract terrorism, illegal drug trafficking, transborder organised crime and other threats. At the same time, the declaration will highlight the task of boosting multilateral and bilateral ties in culture, science, innovations and education. Putin is expected to hold bilateral meetings with his counterparts from China, Mongolia, Kazakhstan, Uzbekistan, Tajikistan and Iran, Ushakov said.
