QAU Engineer Trainer – CDRD June 11, 2014 The-Danish-Refugee-Council-DRC-150x150 Position Description Title:QAU Engineer Trainer – CDRD Location:Hargeisa, Somaliland with frequent field visits to CDRD project sites across Somalia and Somaliland (Note: the Engineer should be able to access all locations where CDRD&DIALOGUE are implemented. He/she is expected to carry out extensive field visits on short notice.) Start of Contract & Duration:July 2014-One (1) Year renewable Background The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC implements the Community-Driven Recovery and Development (CDRD), and the Develop Informed and Accountable Local Governance through User Empowerment (DIALOGUE) projects Moreover, DRC is also part of a consortium with IRC, CARE and UNICEF on a joint program on Peace-building and Local Governance. The Community-Driven Recovery and Development (CDRD) project is a collaborative effort between Danida, the Dutch government, DFID, DRC, EC, SIDA and UNICEF. The overall objective of the CDRD project is to strengthen local level governance and community-based organisations to meet community development needs. The specific objectives of the CDRD are: a) to enable communities to freely exercise their right to decide on the design, implementation and evaluation of their own development programs (Community empowerment); b) to develop and to build the capacity of local government to be more responsive to community needs (Bottom-up governance); c) to enable the delivery of sustainable and inclusive services and infrastructures (Socio and economic services). The CDRD has established a project Quality Assurance Unit (QAU) comprising an M&E Specialist, two M&E Officers, an Engineer, an Engineer Trainer, a Community Development Trainer, a Management Information System (MIS) Officer and two MIS assistants. Purpose The Engineer Trainer provides on-the-job training to field teams that are responsible for the implementation of the CDRD project. He/she travels to all locations where the CDRD&DIALOGUE are implemented to carry out training. DRC Area Managers, who supervise the field teams, submit their requests to the CDRD and Governance Coordinator. The Coordinator and the Engineer Trainer prepare a training schedule together with the technical support of the DRC WASH & Infrastructure Manager (Somalia & Ethiopia) and the assistance of the QAU Engineer. When possible, and in consultation with the direct supervisor, the Engineer Trainer shall extend support to the DRC WASH & Infrastructure Manager (Somalia & Ethiopia) in conducting trainings across Somalia to introduce the tools prepared in 2013 (the “CDRD Handy Guide” and the “DRC Infrastructure Manual”). Key Responsibilities Capacity building for field engineers and Community Development Workers (CDWs) on sub-project proposal formulation: Conduct on-the-job training to ensure accurate and correct use of the standard templates for infrastructure sub-project formulation including drawings; priced Bill of Quantities as Engineer’s estimate; sub-project Operation & Maintenance; environmental safeguard checklist; and the sub project narrative proposal – Annex 1, among others as per the current CDRD Operations Manual (OM), and in reference with the Infrastructure Manual of DRC-Somalia. Capacity building for field engineers and CDWs on procurement of works, services and goods: Conduct on-the-job training on the procurement of works / services / goods as provided in the CDRD OM, to ensure fairness and transparency in the process of tendering / bidding and selection of a contractor. The on-the-job training on procurement to include the correct use of procurement templates i.e. ITB; forms of tender; tendering Bill of Quantities; bid analysis and contractor selection minutes; preparation of community construction contracts etc. Capacity building for field engineers and CDWs on project supervision and quality control / assurance: Conduct on-the job training on effective methods for project monitoring and supervision to ensure compliance with quality workmanship and as per the project specifications. This includes proper filling of site supervision record books; preparations of simplified (in Somali language) step by step project specific workmanship check list for use by CDCs representative when the field engineer is not on the site. Capacity building for field engineers and CDWs on project reporting and certification: Conduct on-the-job training on the correct use of project reporting and payment certification templates, including interim project completion certifications, physical project completion certification; financial accounting and reporting, as well as project photo taking and their attachment to reports. Participate in all relevant meetings, workshops, seminars and training as directed. Prepare weekly / monthly individual work plans, which after approval by both supervisors will serve as guideline for implementation and reporting. Work in accordance with the existing DRC Somalia Country Program (CP) rules and regulations and adhere to the DRC Staff Code of Conduct. Work in close collaboration and portray team work with other QAU and all CDRD&DIALOGUE staff in the Somalia at all stages of project cycle. Ensure adequate coordination with the other sectors (such as WASH, livelihood, protection, etc.) Attend any meeting related to his/her field Compiles field reports to CDRD and Governance Coordinator for review and final distribution to the respective programme teams; Compile regular follow-up on a Weekly and Monthly basis (specific Technical Reports need to be addressed to the DRC WASH & Infrastructure Manager (Somalia & Ethiopia) Perform any other relevant duties as instructed by the Direct Supervisor (CDRD Coordinator Somalia) and other more technical by the DRC WASH & Infrastructure Manager (Somalia & Ethiopia) Reporting Arrangements CDRD and Governance Coordinator -Somalia, with technical guidance from the DRC WASH & Infrastructure Manager (Somalia & Ethiopia) General Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework into the work of DRC (drc.dk/HAF.4265.0.html) Personal Specifications Qualifications and experience required: A bachelor’s degree in civil engineering or equivalent qualification with at least 5 years field experience preferably in implementing community infrastructure. Experience in the preparation of community infrastructure designs (such as government and educational building) and BoQs and BoMs Ability to plan and conduct technical on-the-job training for field engineers, CDWs and CPIU members, and to prepare training reports. Computer literate with proficiency in especially AutoCad, Ms Word and Excel Good knowledge of the local social and cultural constraints, realities and environmental conditions. Good knowledge of capacity building processes (i.e. trainings) Knowledge and experience in participatory approaches in community development will be an added advantage Must be willing and able to travel and work in any CDRD location in Somalia/land and live and work in basic conditions during field trips Valid Passport holder Good communication skills in both spoken and written English language.
