There should be absolutely no amnesty at any stage for members of organisations that have not completed decommissioning, fulfilled all their obligations under the agreement, renounced armed struggle and disbanded their terrorist structures. Partial or symbolic acts of decommissioning should certainly not earn a vast, irretrievable concession such as this. Second, there can be no moral equivalence between terrorists, and the forces of law and order and the British Army that fought them so bravely. Finally, there can be no lasting peace and no normalisation in Northern Ireland except on the basis of justice - and justice that excludes the victims is no justice at all
