Queensland replaces environmental laws (offensively called green tape) with a return to the brown paper bag 70s. Deputy Premier pronounces himself an expert hydrologist and riparian ecologist by claiming that a water course is not defined by its banks. Must make the Environment Minister and hard pressed EHP staff furious to know their purported tough stance on illegal environmental actions can be overturned with a nod and a wink (and a brown paper bag).
