If you tried finding the one you owed the money to and could not, then you should give the money away in charity with the intention that the reward will be for that person. If you find him after that, then you tell him you gave the amount in charity. If he is pleased, then no further action is necessary. Otherwise, pay him the money that you owe and the charity will be for you. As for the deceased debtor, then you should give the money to his heirs according to the Islamic equation of inheritance.
