Quick reaction to DAP speech: the process is there to minimize if not prevent abuse in spending by the government. If PNoy thinks the legal process of disbursement is slowing down everything, he should enact a law to repeal the current system of expenditure and make all public funds DAP. It is apparent that PNoy is not one to uphold the rule of law. This administration, in particular, used this power to curry for favors with the legislature, on top of PDAF. That DAP produced projects benefitting our country does not make it any less wrong. Bragging about collateral beneficiaries is like saying it is alright to steal from the poor because they get some of the proceeds back. If this administration is all about reform, they should learn that there is no shortcuts. Disregarding the budget and disobeying the SC are not the solution. The President shouldnt stray from the budget, Congress shouldnt have individual control over the money and the Court should keep everyone in check. The whole PDAF case happened because we gave people discretionary control over the budget. DAP is just another way of doing that.
