Quite similar to the recent drama in the appointment of CBI Additional Director, Ramasundram, where the Congress Govt. forcefully appointed the candidate of their choice by bypassing the recommendation of the CVC on multiple occasions, the process of selecting the Lokpal Chairman and its members is ill-designed by UPA in its hurriness to pass the bill during their tenure. Days after eminient and senior lawyer, Fali Nariman declined the Govt. proposal to be a part of the Lokpal search committee, another former SC Judge, K T Thomas has again rejected the offer made by the Govt. Both of them have raised doubts over the two structured procedure in finalising the head of the Lokpal and its members noting that the search panels recommendations were not binding on the selection panel. It seems to me that it certainly lacks clarity and tranparency in the appointment process of the anti corruption watchdog. Is the role of the search committee only that of a mere recommending official where the discretion to sanction lies with the authority?
