I agree that 2-handers and no-thumbers are a small % of our bowlers and I agree that not all of them were taking advantage of the rule as it was written. But in order to clear things up, make the rule as B&W as possible and be consistent going forward the change was made. There have been plenty of balls for the same 2-handed bowler with different spans, different thumb hole sizes, different locations, etc...so to make it clear and easy for tournament and league officials (some/many of which struggle with conflict) to understand and follow the new simple rule is - if you use your thumb, its a thumb hole...if you dont, it obviously isnt a thumb (gripping) hole (and obviously an x-hole). The rest of the rules on static weights stay the same, rules on center of grip stay the same, rules on holes and # of holes stays the same, etc. Thats as simple as it gets - there will always be some gray and/or questions. The committee also determined that waiting a year and a half to implement was too long, middle of the season doesnt make sense either... so 8/1/14 is the date. As far as plugging and re-drilling...it really depends on the ball and the amount of top weight it had to begin with, not to mention the actual drilling that is on the ball, etc... Yes, some stuff will have to be plugged and redrilled unless the bowler goes ahead and uses the thumb they had drilled into it. I hope this helps a bit and answers everyones questions. Thank you.
