He knows when to hire and when to fire. He appoints men and women; he as well disappoints them when he feels necessary to do so. And has no regrets! He should possess conceptual skills. More so, he should have human skills which enable him to relate well with his members of staff. In such a case, he pays them salaries in time to motivate them. Imagine you have been a Tuk-Tuk driver and you happen to get a job with Machakos county government. As per government regulations, you work very hard for 3 months without pay hoping you will get lamp sum pay at the end of 3 months probation period. As you are proud because you are soon going to be employed permanent and pensionable, you convince a daughter of a woman to come and stay together because your place is better than hers.
