REGIONAL FUND MANAGER Pacific-American Climate Fund Partners for Global Research and Development Port Moresby, Papua New Guinea Partners for Global Research and Development (PGRD) is seeking an experienced Regional Fund Manager to support USAID Pacific Islands and its Mission to the Philippines in reducing long-term vulnerabilities associated with climate change and achieving sustainable climate-resilient development at the community level. The project will establish the Pacific-American Climate Fund, a grant making facility that will provide and monitor grants for climate change adaptation measures. Administration of the Pacific-American Climate Fund entails preparing and issuing solicitations, reviewing proposals, awarding grants, monitoring and evaluating grant performance, monitoring and auditing financial reports, ensuring due diligence and compliance with USAID rules and regulations, closing out grants, and reporting to USAID. The Pacific-American Climate Fund will also provide organizational capacity-building to local sub-grantees to ensure proper stewardship of USG funding and improved organizational and financial management of local partners. The Regional Fund Manager - Melanesia executes grant-making and grant management tasks for Melanesia. The Regional Fund Manager - Melanesia has the leadership qualities, depth and breadth of technical expertise and experience, professional reputation, management experience, language skills, cultural and political sensitivity, interpersonal skills and professional relationships to fulfill the diverse grants administration requirements in the scope of work. Responsibilities include: ■ Grant-making and management, the primary function of the Pacific-American Climate Fund. ■ Providing outreach to Civil Society Organizations (CSOs). ■ Marketing of the Pacific-American Climate Fund. ■ Monitoring sub-grant implementation. ■ Travel to countries within Melanesia. ■ Coordinate stakeholder participation from the U.S. Embassy and other relevant stakeholders. Qualifications: ■ Demonstrated experience working within Melanesia. ■ A Bachelor’s degree or higher. ■ Demonstrated experience in procurement and effective grant-making and grant management (managing grants for results). ■ A demonstrated ability to provide outreach to civil society and marketing of the Pacific-American Climate Fund to relevant stakeholders. ■ Knowledge of the local language(s). Knowledge, Skills and Abilities: ■ The intellectual leadership and the management skills necessary to implement and communicate the vision of the Pacific-American Climate Fund on behalf of USAID; ■ Good interpersonal/diplomatic skills and cultural/political sensitivity. ■ Strong English writing and communication skills.
