IMMEDIATELY RETURN TO WORK AND THE EMPLOYER SHALL IMMEDIATELY RESUME OPERATIONS AND READMIT ALL WORKERS “Once the Secretary of Labor assumes jurisdiction over, or certifies for compulsory arbitration, a labor dispute adversely affecting the national interest, the law mandates that if a strike or lockout has already taken place at the time of assumption or certification, ‘all striking or locked out employees shall immediately return to work and the employer shall immediately resume operations and readmit all workers under the same terms and conditions prevailing before the strike.’ [Art. 263 (g), Labor Code, as amended.].. That the regular courts have no jurisdiction over labor disputes and to issue injunctions against strikes is well-settled [Art. 254, Labor Code, amended; Leoquinco v.
