REPUBLIC OF UGANDA MINISTRY OF WATER AND ENVIRONMENT WATER MANAGEMENT & DEVELOPMENT PROJECT PROJECT ID: P123204 Invitation for Bids Procurement Reference No.: MWE/SPLS/13-14/00035 1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the UN Development Business online (UNDB online - GPN No. WB2813-08/12) on 22nd August 2012, and in the regional media - the East African Newspaper on 3rd September 2012. 2. The Republic of Uganda has received financing from the World Bank toward the cost of the Water Management & Development Project (WMDP), and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Information Technology Equipment & Software of the following items: Lot No. Description Lot 1 20 No. Desktop Computers, 14 No. Laptops, and 20 No. Hard Drives Lot 2 06No. Printers - Type A, 02No. Printers Type B, and 4No. Photocopiers 1No. Scanners - Type A, and 2No. Scanners Type B Lot 3 8No. Digital Video Cameras and 2No I CO Pronators Lot 4 2No. GPS Machines Lot 5 20No. Uninterrupted Power Supply Units Lot 6 1 Server Hardware Lot 7 1 Server Software 3. The Ministry of Water & Environment now invites sealed bids eligible and qualified bidders for the items indicated in the table above. 4. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Banks Guidelines: Procurement of Goods. Works and Non-ConsultingServices under IBRD Loans and IDA Credits & Grants by World Bank Borrowers March 2013 (Procurement Guidelines), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition please refer to paragraphs 1.6 and 1.7 setting forth the World Banks policy on conflict of interest. 5. Interested eligible bidders may obtain further information from and inspect the bidding documents during office hours 09:00 to 1700 hours at the address (11a) given below. 6. Qualification requirements include: (a) A firms Audited Financial Accounts for the last three years to demonstrate an average annual turnover of at least twice the bid price (b) A minimum of three (3) contracts of similar type/nature, scope and value to the offered goods executed in the last five (5) years supported by copies of delivery notes and certificates and/or good performance from the previous clients. One of these contracts MUST be in Uganda; and (c) The availability in Uganda of after-sales services and spare parts for the equipment offered in all the Lots indicated in the table above. Additional information on the qualification requirements are included in the bidding document 7. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address (11a) below and upon payment of a nonrefundable fee of Uganda Shillings One Hundred Thousand Only (UGX 100,000=). The method of payment will be by bank advice form which may be obtained from the Accounts department at the Ministry of Water and Environment. Payment can be made in any bank and the payment details presented to the Procurement and Disposal Unit before obtaining a copy of the bidding document. The document will be available for pick up at the address (11a) below. 8. Bids must be delivered to the address (11a) below at or before 11:00 hours on November 19th, 2013. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives who choose to attend in person at the address in (11b) below thereafter at 11:15hrs. 9. Bids for Lots 1,2,6 and 7 shall be accompanied by a Bid Security in the amounts shown below while bids for 3, 4 and 5 shall be accompanied by a Bid Securing Declaration. Bid Security shall be required for the following lots LOT I: USD: 1,000.00 LOT II: USD: 2,500.00 LOT VI: USD: 1,000.00 LOT VII: USD: 8,000.00 Bid-Securing Declaration shall be required for the following lots.
