Rail future Following on from a story we brought you yesterday in relation to the possible closure of the Pinnaroo and Loxton rail lines. The following statement has come from Genesse and Wyoming GWA operates both above and below rail businesses in South Australia. GWA manages the standard gauge lines in the Murray-Mallee region under an open access regime ( which is governed by the Railways (Operations and Access) Act 1997 and subsequently) regulated by the Essential Services Commission of South Australia (ESCOSA). These lines remain operational and available for third party access. GWA has a current agreement in place with Viterra for the movement of grain on rail in the Murray – Mallee region. GWA works closely with all its customers in planning future operations, and negotiations with Viterra remain ongoing This is the full statement from Viterra : We have an existing rail agreement in place. We are currently engaging in discussions to find the best long term, efficient, economic supply chain solution. We are committed to providing growers in all regions with the most efficient, high quality grain storage and logistics network to ensure the competitiveness of South Australian grain in the international market place Who owns the line? In Brief: The assets (tracks, bridges, signs etc) are owned by GWA. The land is owned by the Minister for Transport and leased to GWA until 2047, with a 15 year extension option. The long version: Through a concession agreement with the South Australian Government, GWA’s ‘below rail’ business has long-term economic ownership of the primary tracks that it manages in South Australia until 2056. The regulatory framework administered by the Essential Services Commission of South Australia (ESCOSA) allows for third-party access under an open access regime, which covers the following intra-state lines operated by GWA in South Australia: o the narrow gauge lines on the Eyre Peninsula; o the broad gauge lines in the Mid North; and o the standard gauge lines in the Murray-Mallee region.
