Rain is very significant in Islam. Rain is so beneficial to all life and without it can cause much harm. God put angels in charge of rain, wind, thunder, protection of humans, etc...That does not mean that God does not create all these things rather it means that the specified angel with the specified task is ordered by God to send down rain, wind, blessings etc. Thats why when Muslims make Du^a (supplication) they raise their hands to the sky because thats where blessings descend. THis does not mean that God exists in the sky or heaven because the Muslim belief is that God exists without a place and He is not confined by the six directions which is above, below, left, or right, forward or backwards. THat contradicts the belief that God is free of needs and He is not limited in anyway whatsoever. There is even a special supplication that one makes to God for rain. As far as Ramadan, I do not know how significant rain is in Ramadan. But Ramadan is the best month of the year and it is the month that the angels come to earth in numerous numbers. It is said that the number of angels that descend to earth is more then the pebbles of the earth. Either way, rain is significant no matter what month it is. Also, it is suggested that when it rains it is good for the Muslim to make supplication to God because of the abundant blessings it contains.
