Rajan Pokhrel expressed his concern on how would any CF harvest timber in a situation where huge number of OPs is backlogged. Stressing on the case of Chaubas, he expressed that sawmill was an exemplary on community managed enterprise. But things did not go right. He highlighted the case of OP backlog and said that most of the OPs do not actually fulfill the sentiments and requirement of the community. In most cases, the OPs are renewed by contractors money. OP renew has been a critical area of contestation. General mindset against forest management among the politicians, media and public including cautionary prescriptions of CIAA has to be taken into consideration. Consequently, the DFOs are reluctant to actively engage in OP renewal of CFUGs and introducing any silvicultural operation in CF. So these issues need to be seriously addressed and we need to create a conducive environment for the key actors to actively engage in promoting productive silvicultural operation in CF. We have been witnessing the money drain, for importing timber and aluminum products from as far as Cameroon while huge amount of timber remains rotten in the forest. CF guideline is an important document and needs to be followed. This document in fact spells out the basics of how forest management should be carried out.
