Muslims are not allowed to smoke Cigarette according to Islamic law. This also covers those that smoke using a pipe. This is because of the harm a smoker exposes him or herself to. Islam forbids its followers from doing things that exposes them to known danger. Smoking Cigarrette causes so many diseases which are fatal like lung cancer and many others; Its Haraam(Illegal). Now in such circumstances how dare you break your priceless Ramadhan by smoking or doing something that is haraam ? You should abstain from smoking whether during or after Ramadhan.
