Ranchi, Dec. 6: A Medical Council of India (MCI) team carried out surprise inspections at Rajendra Institute of Medical Sciences (RIMS) yesterday and today, discovering several infrastructure lacunae in addition to acute shortage of faculty that had prompted the regulator to recommend slashing of MBBS seats earlier this year. The three-member MCI team, comprising Dr R. Muthu Laxmi of Government Medical College-Bangalore, Dr Ranjan Das of Lady Hardinge College-Delhi and Dr M.K. Parashar of NSCB Medical College-Jabalpur, which arrived in Ranchi yesterday, was tight-lipped about its conclusions. But, RIMS officials accompanying the team said the MCIs disappointment was apparent. The team members pointed out that merely issuing advertisements to fill up vacancies wasnt enough and did not display any sense of urgency on the part of the institute. They also frowned at the poor state of the pathology lab and expressed their dismay that firewood was being used to cook meals at a students hostel. The MCI had written to the Centre in July, recommending that the number of MBBS seats be reduced at the three state medical colleges namely, RIMS, to 90 from the existing 150, Dhanbads Patliputra Medical College and Hospital (PMCH), to 50 from 100, and Jamshedpurs MGM Medical College and Hospital, to 50 from 100. The MCI report said all three colleges lacked teachers and infrastructure to teach so many students, putting a question mark on the future of those who had taken MBBS admissions. Jharkhand High Court came to the students rescue and reinstated the slashed seats in August after the state government promised to hire new faculty members and upgrade the colleges according to MCI specifications. But, the MCI teams visit has raised fresh concerns. Yesterday, the team went around the RIMS registration counter, mammalian lab and central pathology lab, none of which inspired confidence among the three MCI panellists. Today, while Dr Laxmi visited the central library, girls and boys hostels and the auditorium, the other members inspected PSM (preventive & social medicine) facilities on the outskirts of the state capital. According to a RIMS doctor, after yesterdays tour, the MCI trio questioned the institutes claim of being allowed to continue with the existing 150 MBBS seats when facilities were clearly not up to the mark. As per MCI guidelines, there should have been 75 microscopes at the central pathology lab, which has only 50. It is against the norms, he quoted Dr Laxmi as saying. At the girls hostel today, Dr Laxmi objected to the firewood stove ( chulha) being used for cooking. At the central library, she asked for the register to find out the number of regular users. But, the librarian failed to produce it. RIMS acting director Dr S.K. Choudhary played safe. I have not been informed of any gap.
