Rashid Omusotsi says, l think strongly there is a mess with ward development funds just the way, there was a mess at a time Cdf was introduced in 2002. All these messes, i personal attribute them to Hon Oparanya. He was an MP, Minister of planning n vision 2030. Under that Ministry, Cdf was under it. He knows very well, the operational of CDf, it couldnt run smoothly without an act of parliarment. Why did he release 10millions to each MCAs in Kkg County without advising his Minister of Finance Mr. Ochola to come up with an act of Kkg county goverment in the name of WARD DEVELOPMENT FUND ACT 2013 to regulate the operational of the 10Millions? Good pple, i beg we reason on that line. The reason is that, without an act of county government of Kakamega, MCAs who have never bn in public service, they will nt manage well the devolved funds coz,without having a document in term of an act, we r nt going to hold them accountable . Wht i can nw sugguest is that, we r in another FY, lets nt accept Kakamega county goverment to release any devolved tfunds to Ward development committees without an act to guide n regulate them. Those with YES? Wht of with NOs?
