Baker جو کہ امریکی کاروباری شخصیت ہونے کے علاوہ دنیا میں معاشی کرپشن کے حوالے سے اپنی تحقیقات میں پوری دنیا میں ایک منفرد حیثیت کے حامل ہیں حکومتی سطح پر سیاستدانوں کی کرپشن پر ان کی تحقیقات کو اتھارٹی تصور کیا جاتا ہے ان کی کتاب: “Capitalism’s Achilles Heel” میں پاکستان میں ہونے والی حکومتی سطح پر کرپشن کے حوالے سے صفحہ 76 اور 77 دونوں ہی پڑھنے کے قابل ہیں، ان صفحات میں شامل چند ایک پیراگراف ذرا ماحظہ فرمائیں: “Arguably the most dangerous nation on earth, Pakistan is bubbling cauldron of corruption and crime, where grasping politicians, greedy generals, Drug smugglers, and terrorists intermix in a volatile web, made more threatening by a nuclear bazaar operated as a national sideline. Corruption and criminality run from the top down, with the political class constantly looting the national treasury and distorting economic policy for personal gain. Bank loans are granted largely on the basis of status and connections. The rich stash much of their money abroad in those willing western coffers, while exhibiting little inclination to repay their rupee borrowings. banks fail and Pakistanis lose their meager saving. At the bottom, wretched and illiterate masses seethe with discontent, a perfect nurturing groung for terrorism”. اسی طرح کتاب کے ان صفحوں پر آگے چل کر پاکستان میں ہونے والی اعلیٰ سطح کی کرپشن کا حوالہ دیتے ہوئے بتایا ہے کہ: “Pliticians in office, senior bureaucrats and top military commanders joined them by sending their illegally earned money abroad. Subsequently, obtaining large bribes abroad and putting them in their bank accounts there became the fashion. Some of the top rulers too joined them merrily۔۔۔ The total wealth siphoned away in this manner has been estimated to be between 60 billion and 100 billion dollars”. کتاب میں موجودہ سیاسی اور معاشی بدحالی کا تذکرہ کرتے ہوئے بتایا گیا ہے کہ پاکستان کی حالیہ تاریخ میں دو خاندانوں ’بھٹو‘‘ اور ’’شریف‘‘ نے ملکی تاریخ میں سیاسی میدان میں اپنی گرفت مضبوط بنا رکھی ہے جبکہ عسکری طاقت بھی اپنی جگہ بڑی اہمیت کی حامل ہے اور بلاشبہ فوج کا بھی اپنا کردار ہے لیکن جب پاکستان کی معاشی تباہی سامنے آتی ہے تو پھر اس کے ذمہ دار تینوں ہی ہیں یعنی بھٹو اور شریف خاندان اور افواج کے جرنیل۔۔۔
