Reading the Constitution of Kenya, one thing is clear: Leaders must engage and involve the public in all that they do. That is obligatory. In Laikipia, this aspiration has been codified further in the Laikipia County Public Participation Act, 2014. What does this Act really say....? Did you know that the Act obligates both the assembly and the executive to develop clear frameworks to engage the public? Designate staff/department to spearhead this so that such involvement and engagement with the public is legitimate, genuine and not tokenism (part II and III of the Act). The Act provides that there shall be citizen forums at different levels 1) at the county level convened by the governor 2) at the sub county level convened by the respective sub county administrator 3) at the ward level convened by the ward administrator 4) at the village level convened by the village administrator 5) at each town level convened by the town manager. The forums shall provide a platform for consultations, review and deliberation on critical matters affecting that level (section 17 of the Act) The Act provides that public participation shall take different methods including public meetings, public hearings, workshops, surveys, newsletters, internet, direct mails etc (section 18 of the Act). There shall be stakeholder mapping, outlining different stakeholders for different areas for example all stakeholders in agriculture etc. Every member of the County Assembly (MCA) shall in every 3 months convene a ward forum for deliberating governance, policy or service delivery matters of concern to ward residents (section 8 of the Act).
