Really, the only thing holding this up at this point is the political cowardice of John Boehner. Im quite certain the bulk of Republicans, combined with Democrats, could put together something with the requisite 218 votes. The problem for Boehner is that his control over the GOP caucus is so weak it might very well wind up seeing his removal as Speaker (though this is far from certain). Effectively, 50 members of the Tea Party caucus in the House are holding over 300 Million people hostage. In the long term, how does this get solved? When more people besides highly partisan voters start turning out in droves every two years instead of just every four. Get out and vote in 2014.
