Builder cancelled buyers inspector because electric meter still not installed. Builder saying buyer must close on 31st inspection or not or face penalties for failing to close. Buyer wants inspection and repairs prior to closing. Builders contract does not specifically address inspections....only buyer has right no time frame allotment
