Recap from January 12th Commission meeting ------------------------------------------------------------------------------------------ January 15th Charter Review Meeting at 5 PM at city hall Open to the public and not videotaped. ------------------------------------------------------------------------------------------ CITY OF ATLANTIC BEACH CITY COMMISSION MEETING January 12, 2015 - 6:30 PM AGENDA Call to order; Invocation and pledge to the flag (Approved--without changes) 1. A. Approve the minutes of the Commission Meeting of December 8, 2014. B. Approve the minutes of the Commission Meeting of November 24, 2014. C. Approve the minutes of the Commission Workshop of November 24, 2014. 2. Courtesy of Floor to Visitors: 39 spoke in opposition to the bike opening to Hanna Park. 4 spoke in favor. 3. Unfinished Business from Previous Meetings A. Public Hearing on request for use by exception (UBEX-14-00100045) to allow welding, metal fabrication, and sheet metal works in the Light Industrial and Warehousing (LIW) Zoning District at 325 Mealy Drive. Approved 4-1 with limited hours of operation from 7AM to 6PM from Monday to Saturday only. Daugherty dissented. **AMENDED 1/5/15 B. Consideration of Opening an Access to Hanna Park from Seminole Road. (Tabled to focus on ped/bike safety in city as a whole.) Renumbered to from 3C to 3B. Extend the expired terms on the Community Development Board by 90 days for members Kelly Elmore, A. Brea Paul, Harleston Parkes and Sylvia Simmons whose terms expire December 31, 2014. (Commissioner Hill) APPROVED 5-0 4. Consent Agenda APPROVED 5-0 A. Acknowledge receipt of the Building Department Monthly Activity Report and the Financial Report for November 2014. B. Declare list of property as surplus so that the items on it may be disposed of in the most beneficial way to the City. C. Authorize the City Manager to sign the Amendment to the Radio Services Agreement between the City of Atlantic Beach and the City of Jacksonville. 5. Committee Reports: none 6. Action on Resolutions APPROVED 5-0 A. Resolution No. 15-01: A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, DESIGNATING THE 31 INCH DIAMETER LIVE OAK TREE AT 391 8th STREET AS A HERITAGE TREE. First tree nominated on private property in history of city thanks to owner, Marissa Carbone. 7. Action on Ordinances APPROVED 4-1 (Beckenbach dissented) A. Ordinance No. 90-15-223, Public Hearing - Introduction and First Reading AN ORDINANCE OF THE CITY OF ATLANTIC BEACH, FLORIDA, AMENDING CHAPTER 24, ARTICLE III, DIVISION 4, SECTION 24-84 OF THE CODE OF ORDINANCES, LAND DEVELOPMENT REGULATIONS, TO AMEND CONDITIONS OF LOTS EXTENDING BETWEEN BEACH AVENUE AND OCEAN BOULEVARD; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. AB Citizen Rich Reichler expressed concern that the prior law change reversed by this ordinance is not clearly stated. Mr. Reichler asks why should only a few lot owners south of 8th Street have this gift when other through lot owners north of this group do not enjoy this exemption for their garages from the 20 setback from the street. Allowing garages to be 5 from Beach Avenue does not help pedestrian and bike safety aspects of this street. 8. Miscellaneous Business (Discussion only) A. Beaches Town Center Wayfinding Signage. (Two signs would be in AB portion of the Town Center requires Commission approval because this is a private sign on public property. Neptune Beach has approved their signs already. 43 merchants want these signs.) This item will stay on the agenda as a discussion only item for the next meeting. B. Seminole Road Improvements. Move to next meeting agenda as a discussion item. C. Request from Fletcher High Band Boosters. Move to regular meeting for a vote at the next meeting. D. Atlantic Beach Country Club – Acceptance of water and sewer utilities for Ownership and Maintenance. Donna Kaluzniak recommends moving this item to the next meeting agenda for voting on the approval. E. Release and Settlement Agreement between City of Atlantic Beach and City of Jacksonville resolving all existing disputes between them relating to tipping fees. Agreement worked out over the last year and consensus moves this and item F forward to the voting meeting next time. F. Ordinance No. 20-15-129 amending the Operating Budget for the City of Atlantic Beach, Florida for fiscal year beginning October 1, 2014 and ending September 30, 2015, and providing an effective date. Amended Item 8G. Consideration of Opening an Access to Hanna Park from Seminole Road. Daugherty is for opening it as an amenity for citizens and wants staff to come forward with costs so a decision can be made. Beckenbach & Maria want to fix the problems on Seminole first and table gate opening issue till later. Jimmy Hill says Greenway was used to save the Ferry. Hill wants the city manager to discuss with JAX to see if could allow using card access for registered bikers that live at the beach. Mayor Woods says opening the gate would change the nature of the community. Need to look at bike/pedestrian safety first as part of the overall city planning process. Commission consensus gained to table gate opening and focus on pedestrian/bike safety. 9. City Manager reports (Donna Feb 15th marathon coordination has started, staff working on police building with visible results in April, results of tree canopy survey has been received & Maria studying, AB approved opening gate at south end of Cloisters condominium & amend PUD, annexation discussions with city of Jacksonville..key person Nelson dealing with at city has left JAX employment, Roberts Street ditch construction starts in 30 days) A. City Manager’s Report: 90-Day Calendar (January through March 2015) Wolfson appeal Feb. 9th in special called meeting. 10. Reports and/or requests from City Commissioners and City Attorney ------------------------------------------------------------------------------------------ Household Hazardous Waste and E-Waste Collection Event on January 24th The City of Jacksonville will hold a household hazardous waste and E-waste collection on Saturday, January 24th from 9 am to 3 pm at the Jacksonville Beach Public Works Facility parking lot (1460 Shetter Avenue).For more information call Jacksonville’s Solid Waste Division at (904) 387-8847.
