Recently, the national information website, Politco, published the attached article focusing on the battle that each state faces in dealing with the scrap metal theft. It specifically discusses House Bill 1868, which I co-sponsored with Rep. Kevin Boyle, which would amend the Scrap Material Theft Prevention Act by creating a database and requiring scrap processors to register with the Pennsylvania Office of Attorney General. The bill would also require all scrap metal transactions to be recorded and posted on the database, and ALL scrap material transactions be completed only by check or electronic transfer of funds. The legislation is based on successful laws in Ohio and Tennessee, which would make investigation and enforcement simpler and more efficient, while ensuring uniformity across the state.
