Redesigning healthcare.gov: The government does not provide any insurance, and very little information needs to be collected. No one needs to set up an account, which is never used for anything. Provide some information about the ACA, and a link to the state sites, if your state has one. For the others, ask the only two questions that affect your coverage, do you smoke and how old are you, and for your state provide links to each company that provides insurance and let you pick one. Provide a spreadsheet for each state that shows what each company charges for each level of care offered. Done. Cost? Maybe a few hundred thousand dollars, not $500 million.
