Description SPC invites applications for the position of Change Agenda Coordinator in the Director-General’s Office located at its headquarters in Noumea, New Caledonia. The Secretariat of the Pacific Community (SPC) is an intergovernmental organisation established in 1947. SPC’s broad mandate supports the development of Pacific Island countries and territories through technical assistance, training and research. SPC’s membership comprises 22 Pacific Island countries and territories and the 4 remaining founding members (Australia, France, New Zealand and the United States of America). SPC’s 600 staffs work in locations across the length and breadth of the Pacific region. With headquarters in Noumea (New Caledonia), regional offices in Suva (Fiji) and Pohnpei (Federated States of Micronesia) and a country office in Honiara (Solomon Islands), the organisation, through its Programmes Directorate, provides research, technical knowledge and development assistance in the areas of public health, geoscience, agriculture, forestry, water resources, disaster management, climate change, fisheries, education, statistics, transport, energy, human rights, gender, youth and culture. The role - The Change Agenda Coordinator, is located in Noumea, New Caledonia and reports directly to the Director-General. The position supports the Director-General in coordinating the change agenda within SPC with regard to the integrated programming approach and organisational development (resource mobilisation, corporate strategy, governance review, human resources, financial management, IT and communication, and offices/field presence). Its purpose is to ensure the clarity of role and purpose of the different stakeholders and assist them if necessary, ensuring the objectives and deadlines are met in a timely and cost effective manner. The Change Agenda Coordinator encompasses the following major functions: - Coordination and day-to-day follow-up of all change agenda-related activities within SPC managed at the at the Senior Leadership Team level - In coordination with the Director, Strategic and Corporate Communications, ensure clear and regular communication on the change agenda among stakeholders: inter-alia the Director-General, Senior Leadership Team, all SPC staff - Assist relevant Senior Leadership Team members in coordinating the work of the external consultants: excellence in management, 360-degree assessment, Q12 survey, full-cost-recovery, etc. The profile – SPC seeks an individual with a solid understanding of how people go through change and the change process. The successful candidate will be a professional who is experienced and knowledgeable about change management principles, methodologies and tools with exceptional communication skills – both written and verbal – coupled with great active listening skills. The given ability to clearly articulate messages to a variety of audiences will be key to your success and so will be your ability to establish and maintain strong relationships, influence others and move toward a common vision or goal. You will be flexible and adaptable, able to work in ambiguous situations, resilient and tenacious with a propensity to persevere. You will have a forward looking / holistic approach and an acute business acumen and understanding of organisational issues and challenges. Key selection criteria 1. Qualifications University degree in project management, human resources management or related field, or equivalent experience 2. Technical expertise Proven project management skills in a challenging and complex environment. Experience in managing competing priorities in a timely and proactive manner. Experience with large-scale organisational change efforts with natural inclination for planning strategy and tactics. Skills in solving problems and identifying their root causes. 3. Professional abilities Team-building experience Proficiency in English, with a working knowledge of French being an advantage Proven, highly effective written and oral communication skills in English Experience in conveying messages and information in a cross-cultural context Very good knowledge of Microsoft Office suite 4. Interpersonal skills and cultural awareness Able to work effectively at all levels in an organisation ; good interpersonal skills, a team player with the ability to network and work effectively in a multicultural setting. Cultural sensitivity and a demonstrated understanding of developing country environments, with knowledge of Pacific Island countries and territories being an advantage. Salary, terms and conditions Required start date – This position is to be filled as soon as possible. Remuneration – The Change Agenda Coordinator is a band 10 position in SPC’s 2014 salary scale, with a starting salary range of 3,185–3,885 SDR (Special Drawing Rights) per month, which currently converts to approximately 454,161–553,938 monthly XPF (4,840–5,904 USD; 3,815–4,653 EUR). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not subject to income tax in New Caledonia at the present time. Benefits – SPC provides subsidised housing in Noumea. An establishment and relocation grant, removal expenses, airfares, home leave, medical insurance and education allowance are available for eligible employees and their recognised dependants. Employees are entitled to: 25 days annual leave and 30 days sick leave per annum, life insurance, and access to SPC’s Provident Fund (contributing 8% of salary to which SPC adds a matching contribution). Languages – SPC’s working languages are English and French.
