Referendum that will be on the ballot Tues. Please be sure you understand the implications if you are considering voting Yes. STATE REFERENDUM QUESTION 1: Creation of a Transportation Fund. Shall section 9 (2) of article IV and section 11 of article VIII of the constitution be created to require that revenues generated by use of the state transportation system be deposited into a transportation fund administered by a department of transportation for the exclusive purpose of funding Wisconsin’s transportation systems and to prohibit any transfers or lapses from this fund?” Doesnt sound so bad, does it? Maybe its not, but it also doesnt sound necessary. Personally, I dont see why transportation should enjoy priority status over the rest of the general fund (read: your taxes) . First and foremost: Why not k-12 education? Surely a basic education is more important to every single person... Why not public assistance? Or Medicaid? This referendum isnt even fixing anything. We havent had any problem provisioning proper money there in the past. However, this would ensure that should budget problems arise, those funds can NEVER be touched to pay for anything else... making our state less agile and less flexible in times of need. All this referendum ensures is that whoever makes money off our states transportation budget gets paid before everyone else. Secondarily, they are adding it as an amendment to the state constitution? WTF? Since when does budget provisioning get added to the constitution? Isnt it the job of of the people in that big white building downtown to decide how to split up all this money and make it work? Let them do it. The constitution should not have numerical dollar figures in it.
