Reform to fix the senate is small and obvious - require numbering all boxes above the line or all boxes below the line. 1) This will improve transparency. It will destroy the power of the microparties to direct votes without people understanding what they are voting for. It will also let voters see what major parties are standing for. 2) It will consequently reduce the benefit in running 30+ parties. Very quickly, the number will reduce to a manageable 20 or so parties in NSW and VIC 3) Since voters will have to actually read the ballot, it will reduce the confusion of groups like LDP and DLP for ALP or Liberal Democrats for the Liberal Party. Extra measures such as requiring more members will help, but as it stands, the ticketing system provides too much incentive to spend money on micro-partying, rather than trying to be a genuine minor candidate.
